Region 2 Healthcare Education and Exercise Coordinator
John Carter is the Hospital Preparedness Education and Exercise Coordinator for Region 2, serving 18 hospitals in North Central and North Eastern Iowa. He assists the hospitals with the education and exercise components of the ASPR Hospital Preparedness Program grant.
John’s history in preparedness started as an EMS Training Lieutenant at the Nevada Test Site Fire Department. Following his tenure there, he was an emergency department nurse at Iowa Methodist Medical Center in Des Moines. Following the events of 9/11/01, he was hired as the Hospital Disaster Preparedness Coordinator for the Iowa Department of Public Health. John assists hospitals throughout the country as a private consultant.
John is active in the IA-1 Federal DMAT, where he is a Planning Section Chief. He has responded to several disasters, including National Security Special Events in 2009 and Hurricane Ike in 2008. He is also a Reserve Police Officer with the Des Moines, IA Police Department.
John holds an Associates of Science degree in Nursing, a Bachelors Degree in Criminology and Sociology, and a Master of Public Administration degree.
